Subject: The Foundations of Threat Finance and Illicit Networks

 

Specializing in counterthreat finance and anti-money laundering investigation and analysis, Mike has trained well over three thousand students throughout Federal law enforcement and the U.S. intelligence communities about the business process of illicit finance, tools and techniques that criminal organizations and terrorists around the world require to operate.

 

His students have learned how illicit networks are built to operate “under the radar” and employ processes that appear legitimate in operation. Students also employ critical thinking to understand that while “red flags” will certainly have value, the terrorist and criminals are also aware of these flags and will develop their own countermeasures.

 

In this session, Mike will be discussing the critical components necessary for transnational criminal organizations, terrorist organizations, and illicit networks in general to operate and thrive. The training will provide an overview of the key elements for analysis in funding for terrorist organizations but also applies to illicit networks in general. In this program of training participants will:

 

  • Gain an understanding of the definition of Threat Finance and its key elements
  • Learn the business processes that typically support illicit networks and the tools they use
  • Gain an understanding of U.S. and International legal and regulatory support, including the Bank Secrecy Act, the Financial Action Task Force, the Egmont Group, and other sanctions and key designations
  • Learn techniques to address the challenges of anti-money laundering investigations

 

About the Instructor:

 

Michael Loughnane has over 37 years’ experience as a fraud investigator, computer forensic analyst, IT security professional, and trainer in money laundering/threat finance detection and analysis. Mike recently started his own small business to provide training and consulting to support organizations seeking to improve the quality of their counterthreat finance and anti-money laundering capabilities.

 

Mike served for 27 years as a Special Agent at the Offices of Inspector General for the U.S. Department of Transportation and the Environmental Protection Agency, where he specialized in the investigation of a variety of highly complex fraud cases. Later in his career he led efforts to increase the computer forensic laboratory capability at the U.S. Environmental Protection Agency OIG, where he conducted and oversaw computer forensic analysis in support of investigations and cyber investigations. Mike retired in 2007 as Director of Special Operations after undertaking a number of additional roles, including the oversight of employee integrity cases involving senior EPA officials.

 

Following his retirement in 2007, Mike joined Booz Allen Hamilton; in 2010 he joined a contract team at the Defense Intelligence Agency where he redesigned and delivered training programs in counterthreat finance at the Academy for Defense Intelligence, Joint Military Intelligence Training Center. Today these courses are required training for achieving additional skill identifiers by National Guard members and various U.S. military branches, as well are being required by many federal law enforcement and regulatory agencies throughout the U.S. government. Currently, this program of training is a foundation to the development of a Certified Threat Finance Analyst designation for civilians at the Department of Defense.

 

Today Mike develops and designs training for financial institutions, money services businesses and other government regulated entities, including state and local law enforcement. As a subject matter expert, public speaker, and consultant he assists clients in data analysis, reporting, and presentation skills. He has been a speaker at the International Association of Law Enforcement and Intelligence Analysts, Association of Certified Anti-Money Laundering Specialists, and High Intensity Drug Trafficking Area Task Forces in the DC and New York area, and other parts of the country.
