On
Thursday, October 25, 1990, James M. Perhach and William M. Howery
met to discuss their visions of a Washington area chapter of
Certified Fraud Examiners. When Jim and Bill contacted the National

similar inquiry from Benjamin N. McBride on May 5, 1991.

William F. Lisanty to formalize plans to begin a Washington area
chapter. On February 1, 1991, the chapter application was submitted
to the National Association. The In March 1991, the Board of Regents
authorized the formation of the Washington Metropolitan Chapter of
the Certified Fraud Examiners (ACFE DC). Immediately, the newly
formed chapter elected interim officers and drafted chapter by-laws
and articles of incorporation.
With additional support and
help from Linda Curtis, Herbert Files and Donald Devane, the first
chapter meeting was held on Wednesday, June 5, 1991 and the
first Chapter Officers were elected at this meeting:
• James
M. Perhach, President
• Benjamin N. McBride, Vice President
•
William F. Lisanty, Treasurer
• William M. Howery, Secretary
•
George H. Murray III, Sergeant at Arms
• Gary Palmquist, Delegate

On September 4,
1991, the chapter was incorporated in Washington, DC, as a

chapter’s success is directly related to the quality of its’
members.
